For riders 16 and older: Missouri law (RSMo 307.195) classifies e-bikes into three classes. However, most electric dirt bikes (Surron, Talaria, etc.) exceed Class 3 limits (28 mph) and are considered off-highway vehicles (OHVs). Key rules:
- On private property: No license, registration, or insurance required. Parental permission still advised.
- On public OHV trails (e.g., St. Joe State Park): Riders 16+ may operate without a license, but must follow park rules. Helmets required for all riders under 26.
- On public roads: Illegal unless the bike is registered as a motorcycle (requires DOT lights, mirrors, horn, turn signals, and a valid driver's license).
- For riders under 16: Must wear a helmet at all times (RSMo 302.020). Cannot legally ride on public roads. Off-road only.
